From the standard......"Temperament: The Newfoundland's expression is soft and reflects the character of the breed - benevolent, intelligent, dignified but capable of fun. He is known for his sterling gentleness and serenity. Any show of ill temper or timidity is to be severely faulted. Bad temperament is a disqualification." And this is to both other dogs and people.
My best newfie girl (conformation wise), was desexed, because her temp was not 100% even though it was caused by mistreatment of previous owners. I do quite a bit with newfie rescue and even though many have been mistreated, many (not all) still come out friendly at the other end..........That is not true for most breeds. There is no 100% reliable breed.
I train a lot of dogs and I also do a lot with several Rescue places. With lots of different breeds
It does make a difference what the breeds are, but it is not specific to only Pitt bulls and in a perfect world some outsider would decide if people could own any dog. But people can have kids too without anyone checking.
And we do not live in a perfect world.
