Just as it is hard to take the digging out of a terrier...it is hard to take the herding out of a Kelpie
Are her ears flat or forward when she does it....Is she tight or loose. If she is more ear forward and loose, it is most likely a smile (submissive).....That is why I like to see dogs, not by discription.
There are many articles on bite inhibition. Google Ian Dunbar and "bite inhibition" or just biting and you will get lots. you need to read these. All puppies bite initially, it is normal. But we need to learn to teach them what is appropriate.

We had to go to the vet today for her second vacination, and i asked what the vet thought about it she said that everytime she bites just stop what your doing, stop giving her the attention that she wants, and she will soon learn that biting is boring and not fun to me. It is definately just puppiness, she hasn't had much dog interaction because she was taken from her mum so early, (five weeks old). I am gonna try and take her to my step mums sometimes because she has three small dogs so that she gets some dog interaction. She is booked in for fixing in two weeks and i am on the waiting list for puppy pre school
Also see if you can find some people with friendly large vaccinated dogs.....puppies need to get familiar with all sizes of dogs, to fit in their doggy world. My dogs love puppies and can be trusted around puppie. especially katy, that is why she is the big dog in puppy classes. But all of mine are good. Do you know anyone with medium to large dogs that are friendly And don't forget to read the Ian Dunbar free download book. it will help with the biting/mouthing

With my pups I mimicked their mother when they nipped me. Can do it 2 ways...hand around the muzzle for a few seconds with a stern NO or with a growl.
