That bow looks fine to me, when you are beginning and learning cheap is the way to go, also don't be afraid at looking at second hand bows, there are literally hundreds about that have had very little use, it can be a bit difficult to find draw weight without actually pulling a few strings of different draw poundages, but you are best to start light and move up as your muscles get strong.

Now remove 3-5 pounds for every inch under 28" you can pull the string, and add 5-7 pounds for every inch over roughly.
I dont know how tall you are to help determine draw length, you can do it yourself by measuring your arm span standing like a crucifix palms face forward just stand naturally, don't stretch, measure in inches then divide by 2.5, this should give you your draw length in inches.
Now Right hand and left hand lol, this is actually to do with your eyes not if you are a righty or a lefty or which arm is stronger, its about which eye is dominant. Generally though, Righties, that is people who hold the bow riser in left hand and draw with the right hand are right eye dominant, this is the eye you sight the target with looking above the arrow. lefties the reverse of that.
So figure out which eye is dominant.
