Cortisone is usually used for alergic dermatitis, as there are almost no other options. Unfortunately if this is the case (and a vet should be able to diagnose it prety quickly) the condition is for life.

If you want to be absolutely sure what type of alergy it is you can ask the vet to take a skin scrape and send it to the lab (an expensive exersise) and they may be able to tell (if those labs actually do this type of test)

Malaseb is very good for itchy skin, but is not a perfect or long term solution.
