I'm not a rottie expert but I think she looks great, nice shiny coat and very athletic trim lines in the last pic with the water bowl. Not too skinny, not fat.
I don't know if you can bulk up a dog the same way as humans do. I'm not sure it would be so easy with a female either, though I have seen some very muscled up desexed bitches - my brother's staffy in her prime would be one.
The hill of tight buns would be one way. Walking in water and soft sand would be another. Not sure I'd ask a big dog to carry extra weight either as fat or dragging an esky as that could damage the bones and joints.
She also looks very young and the shape your hubby wants may come naturally as she matures. My dog has filled out across the chest area - she's 2 at the end of September but she also porked up a bit so I cut back her dinner and her ribs - on the belly side are much easier to find. I'm still trying to figure out if the back and tops of the ribs are muscle or fat. But her waist tucks up very nicely underneath, even if it doesn't tuck in much from top view. I think that might be genetics for ACDx. Ie fast changes of direction, and tight cornering might require a bit of muscle.
