do you think it is best to leave him outside? (high secure fence, dog house, grass etc) or inside (his bed, my bed, couch, cooler, safer)

Outside, or inside if he has constant available access to outside via an open door, doggy door etc.
To be honest I'd leave him inside this week, and maybe next week, until he realises that YOUR home is HIS home. On the weekend, leave him out for a couple of hours, make him think that you are going out, then spy on him! See what he does, if there is a weak spot in your fence he'll find it!
I'd also do a crawl around of the bottom of your fences, he's only a little dog and you'd be amazed at the tiny spaces they can get through. If you can find a spot you could get your fist through, then chances are HE can get through. If their head can get through, then they can usually wriggle their body through as well.
