I haven't read the entire thread so I hope I am not off target here.
We have a maltese shih tzu cross as a house dog for my daughter.
She has put hours and hours of training into this dog and gone to puppy school that a friend runs... bottom line is, this dog cannot learn anything. Anything. Ever.
We have sort of house trained it, it took a couple of years. This dog is unbelievable. Yes it is cute and a great house dog and we love her to bits but her stupidity is only eclipsed by her stubborness.
A friend of mine had similar problems with a maltese shih tzu and eventually rehomed it, it nearly drove her crazy.
As I said we really love ours (you can see a pic on our doggypants post) but she is as dumb as doggy doo. Don;t expect much frm one of these.
One of the only dogs in our obedience clubs to go from grade 1 to 5 in the shortest possible time of five months, graduating first time every time, was an Afghan hound.
The thing is - a smarter dog like a BC or kelpie will question stupid requests like walking in a small circle and randomly sitting or become bored and decide to make its own fun like tug with the lead. So then it is up to how much the dog is willing to put up with to please its owner.
What I'm saying is "obedience classes" especially below the competition levels - isn't much of a guide to doggy intelligence. Personally I'd rate the problem solving abilities and communication skills of search and rescue dogs as a much better indication of intelligence. Ie they have to work out what to do without being told. Similar deal with sheep dog trials. If the handler had to tell the dog when to cut the sheep off - it would be too late.
Sorry if you are offended, it was not my intention. In fact I can hardly imagine a more innocuous post.Sorry but I take offence to this - I have a maltese x shih tzu and she is extremely intelligent - she is 2nd best in her obedience class (our other dog - pug x cav is number 1!).
Perhaps you - and your friend - should re-assess your training methods.
Bandit is the smart one here (Blue heelers) the two bitches are not brilliant me thinks, maybe just a tad untrained.

Yep..Ollie helped me with the housework today. He followed me upstairs and supervised me putting away the washing..made sure I put it all away neatly. Then he kept himself cool under the wet towels hanging on the washing line (genius) and then followed me into the toilet to supervise (he doesn't want me to drown).
All the while Miley snobbed me off and stayed in her crate
*sigh* I love my puggles.
