You have two options, a call anonymously, or a call where you are 100% honest and explain all the facts. I'm not certain if they'll do anything though, as at least your mother is giving the dog food and water. They may decide enough care is not being taken with hygiene etc, but who knows...

I'm sorry to hear that you don't have the most open communication lines with your mum. That's your mum's loss IMO.
You are right, food and water is not enough. It's not enough for us humans, and it's not enough for dogs either.
I feel for you, it is not a nice place you are at. I only hope you can manage to find some way to improve this dog's quality of life immensely.
Calling the RSPCA will be pointless. The dog is fed isn't it? It is given water and shelter isn't it? That is all that is needed by law. If it really is a PB then you are opening up a huge can of worms and the last thing you want to see if the dog being euthanased because of what you did.
Your mother needs to learn some empathy. I would simply have a good talk to her about the requirements of a dog. If you can't do this, perhaps write an anonymous letter and give an indication that it might be from a neighbour. Explain how the dog is not having its needs met adequately and give ideas of what she can do about it.
