Basically, supply = demand. If there is no demand for puppies in pet shops then the BYB's and puppy mills won't be able to offload their pups at shops anymore. But of course then we have the problem of them trying to get rid of them else where. But at least the easy avenue of pet shops is cut off.
Exactly how is that stopping the sale of animals in pet shops will increase dumping/no. of dogs in pounds/shelters?
