I agree with Choppa. New owners of dogs should have the "No training, no licence, no dog applied.
When the issue is about children and dogs, it is the parents that need to know that you NEVER leave children unsupervised or alone with an animal no matter how faithful, kind, well trained or placid it may be. Having the rule of "No training, no licence, no dog" applied, means that you would cull out all those would be owners that are merely the "Christmas" type that have no clue about the needs of a family pet. On the other hand, hopefully, you would during the training and before receiving a licence be informed about safety for the family and children involved.
