I have no problems with people breeding their dogs, IF they know what they are doing. Some people in the country prefer mixed breed dogs, to suit the type of work they need for them. Most dogs out in the country will get taken up quickly. Sure overbreeding is a problem, but I think the bigger problem is people who get a dog and think it will be a good present etc? only to give it up to a shelter a couple months later because, it ended up being too mcuh to handle, or aka, doing what dogs do. If every dog that was teken to a palce to live, was taken to a responsible owner EVERY time, I doubt there would be so big a problem. Although, I reckon people should be able to breed their dogs if they want to, I think they should have to report each breeding to the local council or something, as well as the no. of pups in a litter etc.
Ask a Border Collie to jump and it'd say, "how high?", ask a Kelpie and he'll ask, "why?"
