It has taken 5 weeks, 2 phone messages left, and a 3rd phone call yesterday to animal registry, to be officially confirmed, that Brian was not stolen, he really did belong to the tool that sold him to me. And now he is legally ours. Bill of sale, transferred micro chipped.
I thought he maybe stolen due to the condition he was in, i couldn't comprehend, that yes, you can pay a lot of money for a dog, like $2500 and still treat it badly.
Now onto next phase. Multiple animal ownership license. Instead of paying annual dog license fee's for 3 dogs, i pay a lesser amount for a lifetime license, that's $95.

Part of this application includes talking to adjoining property neighbors asking if they object. Here's the tricky part, mr grumpy who lives next door, who complained my GSD barked at night at him getting up to go to loo. since then we've kept Bernie in at night, so no more barking nocte for a year now. But complainers do like to whinge, and are slow to say thank you, and ignore the shit on his own door step from JRT who barks from when he is let out into his garden at 6am, till they bring him in at lunch time, to let him out to roam streets whilst he works in arvo.
