The aim of the exercise was to show - as from the article :
" New Zealand SPCA has trained three dogs to drive as part of its campaign to encourage people to adopt stray dogs. The campaign hopes to show that stray mongrels rescued by the group are not second-class dogs but that they are highly intelligent.

This does not go far enough. There needs to be a counselling service set up for cows that are suffering post traumatic stress disorder. Better still the Prime Minister should announce an inquiry and issue an official apology to all the cows that have been scared by dogs. This could be followed by a BBQ.
