Ideally you want to be moving the wee pad gradually to wards the door the outside where you want him to ultimately toilet. It does not matter to much where you start from - just not right next to his foof though.
So in your case you could have the food in the kitchen and the pad in the sleep room, then move the pad a foot a day in the direction of the exit door.
How are you going to control where he toilets in the day? Best if you tether him to you so you can keep an eye on him full time. If this ios impracticle, then crate train him and put him in his crate when you absolutely cannopt watch him.
Puppy's toilet schedule is number 2's usually right after eating and number 1's as soon as he wakes from a sleep. He will piddle randomly as well so you need to watch if he starts sniffing, pick him up and carry him to the designated toilet spot outside.
