    I checked out the website but I don't understand how a dog can be a certain weight "at the withers"??
    So the weight of their head doesn't matter or...?

    A couple of other breed standards are written this way. Doesn't make sense to me either.
    I think it means that height at withers 36-41 cms (14 to 16 ins), these heights being related to the weights. Weight: dogs: 13-17 kgs (28-38 lbs); bitches 11-15.4 kgs.
    It does include the head, the withers is the most reliably measured part of the body.
    Same as horse. How ever the dog should be balanced
