    They're two males during breeding season. Snakes don't fight over territory, and a male and female won't lift their heads like that while mating. They're trying to push each other to the ground to show who has more "right" to mate.

    It's very interesting. As far as I know most male snakes will fight this way when a female is present nearby. Fighting in this way prevents damage to their fragile teeth.
