Most just walked by but a couple called the police after waiting by the car for a few minutes. The windows were closed and it appeared the dog was sitting in 70 degree heat.
That is really disturbing. We study that in psych. It's called the bystander effect. If you are in a crowded area you're less likely to help because 'someone else will do it.'

The most common occurrence of said bystander effect is when a car blows a tire on the freeway as apposed to on an abandoned dirt road.

There is always those people who don't care about their animals and think it is okay to leave them in cars in hot weather (meaning the ones that don't leave car running with air con etc that is). Said people shouldn't own a dog in the first place, but they do. Owning a dog is a privilege not a right.

This happened to me, Christmas eve, stinking hot, kids in the car. My car is on the side of the road, bonnet up. Plenty of people looked, none stopped. Got my car going again drove down the road so that I was out of the way of 100kph cars so that I could get my kids out. Was next to a recycling centre, 4 guys drive out one after the other, four guys stop to see if they can help. You see a person on the side of the road - stop and see if they are alright!

Years ago I was going into the shops and there was a dog in the car, it must have been at least over thirty degrees. I know I was hot. Car with 2 old english sheepdogs no windows down. Called the cops, asked how long until they got there and their response was ten minutes. I waited 3 and broke the back window. The stupid guy tells me I have to pay or he's taking me to court, I responded with something along the lines of 'take me and I will get you done for animal abuse.' Cops never showed and I never went to court.

Nah not a super hero, just in a bad mood and that topped it. I still remember the day because of the other crappy things that happened, the guy just copped the brunt of it.

Unfortunately, this isn't new to me.
"Oh no, my dog is so lethargic yadda yadda yadda"
"Well he is incredibly de-hydrated, why didn't he have water?"
"Well I went shopping with the kids but I parked in the shade and left the window down a bit"
    Myf rolls eyes.

    Cate thats a fantastic comeback!

I can't figure out why people would even take a dog to the shops, for it to sit in the car. I can understand taking them for a walk to the shops, but driving them? Why not leave the dog at home?

I can't say that I see any sense in leaving a dog in a car with the engine running either. That is also a silly thing to do.

Children and dogs should never be left unattended in cars - period!
