There was a Bill before Parliament recently - but it may have just been NSW - about similar things. including the sale of animals through pet shops. It didn't get passed. It was opposed by some major groups due to minor details which would've had a massive impact in many ways. It was not well written and was largely considered to be a bit of a blanket bill, trying to get other stuff in under the guise of animal welfare.

The fact that it was knocked back could well influence on similar bills being tried...

I will have a quick search and see if I can find it...

    Animals (Regulation of Sale) Bill 2007 - 18/10/2007 - 1R 2R - NSW Parliament

It actually looks as though this is the one that Animal Lib are now re-introducing:

    Animal Liberation

I haven't found a link to the actual Bill itself yet. But it is a great idea, no-one ever debated that. But in it's original form some of it was questionable, non-enforceable and the offences contained in it would withstand very little testing. There was a strange part about awarding law enforcement powers unde rthe bill to certain animal rights groups, including power of arrest and prosecution if I remember rightly. Scary indeed... Prosecutory powers can't be just handed out willy nilly.
