Dog could also be going to lick the child too...I've got a pic somewhere of one of my dogs showing her teeth...aggressive no yawning.

    Sure, could be.
But maybe not and the point is to encourage people to pay attention. My dog has never shown the slightest aggression towards humans and is unusually careful around children ( may still tread on them, not a dainty dog!). However at no time would I leave her unsupervised with children and in that picture I would tell the child to back her face away until I established the dogs state of wellbeing.
There a thousands of 'cute' pictures online of stressed dogs with unknowing children.
Keeping children safe means teaching them to respect the dog as much as it is to teach the dog how to behave. Dogs are not fluffy toys and that is how children may treat them unless taught otherwise.
I have worked with children who have been bitten by dogs and it is an unnecessary trauma. In several cases the dog did not survive the incident.
I was bitten by a GSD puppy last year because it had unusual body language and was in retrospect a state of high anxiety. The owners had no business taking it to the beach but, it happened. I didn't pursue it,(felt for the dog really) if it had been a child the dog would be deceased. No excuses there.
