Did you go around and chat with your neighbours about it?

Sometimes if you let neighbours know you're approachable on the subject of dog noise or any other problems they might have, they either don't ever complain or they will come and drop a note in your letter box or knock on your door directly - because you told them you'd hear them out politely.

Sometimes telling a neighbour that their dog barks all the time that they're out, doesn't go down well so if you don't go round and invite people to talk to you if they need - they just ring up council.

Bizarrely - if they know they can talk to you, sometimes (this is how my neighbours have been), they never complain and if you ask them - they deny your dog ever barks (lucky me). She does bark, they blame my other neighbour's dog - who barks and barks and barks and never shuts up.
