maybe put some vicks vapor rub on the chow chow's tail. Or aloe vera.

Vicks smells and tastes pretty bad to a dog so that might slow the staffy down. You'll need to put some on every day. And not on open wounds.

Otherwise you might need to separate your dogs when you go to work.

cows hoof or deer antler might also help. For each of these things you need at least one more than dogs so if you have two dogs, you need three cow hoofs out. Kongs (the black ones) with frozen food in might also help.

With any of these chew toys, make sure you see how your dog works them before you leave him alone with them just in case he's prone to doing something stupid, like attempting to swallow the thing whole.

you could consider crate training one or both dogs and leaving one in a crate, or leaving one inside and one outside while you're at work. The less active one would probably enjoy a crate as a safe place to sleep while you're away and without being molested by the SBT.

Are you sure it is the Stafford doing it? Seems kind of an odd thing to do to me and if one of my dogs was chewing the others tail they they would know about it. Best bet is to keep them separated if it is the stafford causing the trouble. Selling the Stafford seems kind of ridiculous knee jerk reaction to me though

There is no psychiatrist in the world like a puppy licking your face.
