Have some chicken in your left hand would make him learn to focus on your hand.

Have you done any focus/look training with him?

Even just getting your dog to sit in front of you with some treats. Say 'look' and hold the treat near your eyes, and soon as he makes eye contact, reward.

Only give dog treat when he is looking at you, and when he is in correct heel position.

But start as Aussiemyf said with "watch me" or look, I used a clicker to mark when she looked at me (my eyes) and not the treat. And then gave her the treat. Ie get "watch me" working before you worry about eye contact in the heel work.

The other way to get a dog to pay more attention to you in heel work is to mix up the heel work, forwards, left turn, right turn, stop, back up, start, forwards, about turn, about turn the other way, stop, start, stop, start....

    Default heel work and looking

Another way it is if the dog pulls, about turn .If the dog presses against you sharp left turn, if he veers to the left sharp right turn. They soon start looking at you just to see where you are going next.

    I used marker training.
when he looked, i said "yes" treat
    look, "yes", treat.
Repeat until the change over occurs. ie, he's looking to prompt a "yes" treat behavior from you. Once you get that, you know that your dog has successfully trained you in focus lol.
