Do you have a clicker? I dont remember you saying that you do/dont, so I'll just say what I would do with Bella.

What I would do, using a clicker, is throw it, and then call her. When she looks at you with it in her mouth, click and treat. When she moves towards you with it in her mouth, click, treat. Gradually moving closer gets clicks. Whe she comes to you all the way with out dropping it, jackpot.

I had a similar problem with Jenna. She would fetch the ball alright, but she would drop it on her way back to me. Sorry, not really got any advice for you. She does now bring it back sometimes and will always drop it if i have a treat, but if she is not cooperating we just give up and try again later. I figure eventually she will learn, unless she brings it back to me, the game ends

instead of teaching your dog to fetch, using a variety of commands, to 'see' which word she responds best to.
    try
    1 word, fetch.
and teach her to 'swap' it, for another toy, it should appear, that SHE is making YOU throw the ball by bringing the other back.
    AND
if you have her on a long piece of rope, she cant run off with it.
Your game, your rules, your toys.

    a possible suggestion
