I think a trip to the vet is what you need

Is he rubbing at it , does it seem inflamed ?

Eyes are very tricky.....Looks like a trip to the vet. Could be a corneal ulcer.

Let us know how it went

It reads a bit like an eye injury ie peirced eyeball with a stick or wire or something.

Trip to vet to make sure there is no chance of infection or further damage or anything still lodged in the eye.

It will also be possibly causing a lot of pain, particularly if it is an injury and or it has absesed. Off to the vet with this one. No home remedy is going to fix it.
